Another good place to start, strangely enough, is with distribution. When you start looking for funders they will be more likely to give you money if you have your distribution set up. Plus distributors will sometimes help shape your project to be more marketable (they are looking for new stuff just like you are looking to make new stuff) There is probably a little more flexibility with the content if it is a short film.
